Unlike music festivals, which are accessible to all music lovers and can be attended after purchasing a ticket/pass, this film festival isn't the same.

1. 3 days in Cannes accreditation

Competition for this badge is high, and you must submit a cover letter comparable to one for a university or work application. 

Another disadvantage is that you'll only know if you get in a few months before the festival, which means flights and accommodations will be more expensive.

2. Latch onto a production company as a PA/Intern

If you have any contacts in a production firm (it can be little, but they need legitimate work credits), you can just ask them to add you to one of their projects' IMDB profiles as a PA or an intern.

3.  Just go without an accreditation 

You may still watch movies on the beach and attend unofficial parties, but it's definitely not worth the trip to the French Riviera.
